On motion, the Planning and Zoning Commission voted 7-2 (Commissioners Bain and Becker voted NAY; Commissioner Gungle was absent) to recommend DENIAL. Staff recommends MODIFIED APPROVAL SUBJECT TO A REZONING POLICY. (District 4)
