On motion, the Planning and Zoning Commission voted 6-1 (Commissioner Holdridge voted Nay, Commissioners Peabody, Membrila and Cook were absent) to recommend APPROVAL SUBJECT TO STANDARD AND SPECIAL CONDITIONS.
