Title

Draft Regional Transportation Authority (RTA) Next Plan

Discussion/Direction/Action: Following the January 17th meeting of the RTA Technical Management Committee (TMC) and prior to the RTA Board meeting of January 25th, discussion/possible action by the Board of Supervisors to evaluate the draft RTA Next plan as recommended by the TMC. (District 2)

Motion 1:                     Motion by Supervisor Heinz, seconded by Supervisor Lee that the Colossal Cave Road Project be removed from the plan and that the $157.3 million instead be devoted to a new category within RTA Next for pavement preservation and heavy maintenance of RTA-built projects across the region. Upon roll call, motion failed 1-4, Chair Grijalva, and Supervisors Christy, Lee and Scott voted nay.

Motion 2:                     Motion by Supervisor Heinz, seconded by Chair Grijalva that per the recommendation of the CAC, any shortfalls in projected revenues over the 20-year lifetime of the RTA Next Plan be applied equally across all categories of the plan, in terms of necessary cuts or scaling back of projects and initiatives needed; and further, that the voters be made aware of this contingency plan clearly in the ballot language. Upon roll call, approved 3-2, Supervisors Christy and Scott voted nay.

Motion 3:                     Motion by Supervisor Heinz that the surplus funds be applied equally across the following categories: Transit, Environmental, and Safety and Active Transportation. Motion died for lack of a second.
