On motion, the Planning and Zoning Commission voted 6-2 (Commissioners Neeley and Poulos voted "Nay"; Commissioner Holdridge abstained, which counted as a yes vote; Commissioners Johns and Mangold absent) to recommend APPROVAL WITH STANDARD AND SPECIAL CONDITIONS.
