Maintaining Adult Basic Education Funding in Pima County Adult  
Detention Center  
Discussion/Direction/Action regarding the continuation of Adult Basic  
Education services at the Pima County Adult Detention Complex through  
an agreement with Pima Community College, including a base program  
maintaining existing Adult Basic Education services at a cost of  
$170,000.00 through June 30, 2027, and consideration of additional  
program options to expand GED preparation capacity, provide  
employability skills instruction, and address other educational needs  
identified through a collaboration between the Pima County Sheriff’s  
Department and Pima Community College; and approval of funding, from a  
source to be identified at the discretion of the County Administrator, and  
direction to proceed with the program option selected by the Board.

Short-Term Crisis and Emergency Resources (STCER) Grants, New  
Round  
Discussion/Direction/Action: Utilizing the same framework, rules, and  
expedited timeframe of the Round 2 Short-Term Crisis and Emergency  
Resources (STCER) Grant Program approved by the Board of  
Supervisors this past Spring (background materials attached), take roughly  
10% of the currently forecast Available Unrestricted General Fund Ending  
Fund Balance (forecast at $9.99 million in the May 2026 Financial  
Forecast transmitted to the BOS on 6-3-26), and implement an additional  
round of STCER Grant Program funding, with the application period being  
in August 2026, overseen by our Outside Agency Citizen Review  
Committee. Total budget: $1.0 million, from FY26 available unrestricted  
General Fund ending balance (after adjustments) of $9.99M. (District 2)

Staff recommends authorization for the Procurement Director to execute  
the resulting Consultant and Construction Manager at Risk contracts and all  
modifications, including Guaranteed Maximum Price packages, provided  
that the not-to-exceed amount of the contracts does not exceed the  
remaining grant funding up to $39,643,897.29 and that the contract  
expiration dates do not exceed June 30, 2028, which allows for all contract  
close-out activities and final submittals.

Update to 2026 Primary Election Vote Center Location  
On June 9, 2026, the Board approved the Vote Center locations, which  
included a location in Sells, AZ, that is no longer available due to building  
maintenance. Staff recommends approval of the replacement location at  
Hickiwan Recreation Center, Indian Route 34, Mile Post 42, Sells, AZ, for  
the July 21, 2026, Primary Election.
